Focus Topic: Aspects of "New Governance"?

“New governance” has become a prominent buzzword in the discourse on education policy during the last years. Terminologically, it serves first of all as differentiation from a type of governance, which is implicitly classified as “old” (“outdated”?). In the theoretical and empirically grounded discourses it remains however unclear what the specifically “new” of that governance may be or whether an “old governance in new disguise” is re-instated in the system again. It becomes apparent at the same time, that the use of the term “new governance” in the singular implies also a theoretical-systematic consistency and coherence, which do not exist so far. On the other hand, it is undisputed that governing instruments like educational standards, assessments, but also school inspections belong to these new forms of action coordination between educational policy, educational administration, and the local professionals, which are associated with “new governance”. Beyond the unsolved semantic questions with regard to the use of the term, issue 1/2012 of the DDS addresses these very “aspects of ‘new governance’”, because they shape the present discourse about the “German school” with far-reaching consequences.
